Works alongside Public Contracts Scotland
Public Contracts Scotland is the national advertising portal and stays that way. Tenderscape adds the day-to-day workflow, checks and reporting that sit around it.
Public Contracts Scotland
Stays as it is
- Advertising regulated contracts
- Supplier search and Quick Quote
- Contract and award notices, published as open data
Tenderscape
Adds the work around it
- Running and evidencing quotes below the thresholds, on your route
- Opening each quote to more suitable suppliers across the sources we cover, with the PCS reference recorded if you use Quick Quote
- Supplier Passport checks, approvals and award, with the reasons recorded
- Contract register, expiry alerts and community benefits
- The annual procurement report, built from both
Buy the capability, not a bet on the next platform
The decision isn’t whether to replace the national platform. It’s whether your gap in control and reporting is worth closing now, on terms that keep your options open.

What stays the same
Your regulated tenders and your obligations to advertise in PCS don’t change. PCS Quick Quote stays available: if you use it, Tenderscape widens who is asked and records the PCS reference with the purchase. Suppliers keep their PCS profiles.
What Tenderscape reads from PCS
- Contract notices and award notices published by your organisation, for the contract register and annual procurement report
- Award notices from other public bodies, to show suppliers already winning public work near you
- Read from the open contracting data (OCDS) feed every night
- Suppliers are only contacted about your work when you invite them, or open a quote to them
When the national system changes
The Scottish Government is replacing the PCS-Tender system, whose current contract runs to 29/09/2028. You don’t need to know exactly what comes next to decide whether you have a reporting and evidence gap today. What we commit to now:
- Open data, not a private link: Tenderscape reads published notices, so your records and reports carry on through the change.
- Export once a report is signed off. Agree the records and formats needed for exit during pilot set-up.
- A break clause: your contract can end when your organisation moves to the new system.
- We will connect to the new system’s published data and interfaces when they are available. Until then, we only describe what works today.

Where you do each step
This table separates a Tenderscape quote from a PCS Quick Quote. Published PCS data is read into Tenderscape; invitations, responses and decisions are not automatically sent between the systems.
| Step | Tenderscape | PCS | Manual transfer |
|---|---|---|---|
| Invitation | Send invitations for a Tenderscape quote | Send invitations if using PCS Quick Quote; advertise regulated opportunities here | Choose the route before inviting; do not run one response process in both |
| Supplier response | Suppliers respond to a Tenderscape quote here | Suppliers respond to PCS Quick Quote here | No automatic transfer of responses between systems |
| Clarifications | Questions and answers for a Tenderscape quote | Questions and answers for a PCS quote | Keep clarifications in the system used for the invitation |
| Evaluation | Score and moderate Tenderscape responses | Use the evaluation route for your PCS process | Bring the required evidence across manually when recording a PCS outcome |
| Award decision | Record approval and the reason for the decision | Record the outcome for your PCS process | Record the approved outcome in the other system where needed |
| Award notice | Reads published PCS notices for reporting | Publish the required award notice | The buyer publishes in PCS; Tenderscape does not submit notices |
| Contract register | Keep the contract record and match published notices | Keep any PCS records your process requires | Import or update records not carried over from a Tenderscape award; review matches |
PCS Quick Quote or Tenderscape?
Choose the route your standing orders and the requirement allow. PCS Quick Quote provides a national quotation route. Tenderscape provides below-threshold quotes with supplier checks, approvals and reporting records. Suppliers respond and ask questions in the system where you invited them. Regulated advertising and award notices remain in PCS; your team handles any manual transfer needed.
