Annual procurement report

The report required by section 18 of the Procurement Reform (Scotland) Act 2014, drafted from your record.

Tenderscape helps you meet these duties. It isn't legal advice.

  • Regulated procurements are read from the Public Contracts Scotland open data feed and matched to your contract register.
  • Each section shows its figures with the records behind them, so you can check how every number was reached.
  • You review each section, your report signatory (who did not prepare it) signs it off, and you export to Word, Excel or CSV.
How the report is built

Spend by route

Your finance system tells you what you paid. Tenderscape shows how it was bought.

  • Upload an export of payments from your finance ledger, as CSV or Excel.
  • Payments can be matched to a Tenderscape award, a Public Contracts Scotland notice or your contract register; your team reviews unmatched and uncertain records.
  • See how much went through a recorded route, and which suppliers and categories account for the rest.
  • Possible splitting of requirements below the threshold is flagged for review, with your decision recorded.

Local and small-business spend

Evidence for community wealth building and fair access for small suppliers.

Tenderscape helps you meet these duties. It isn't legal advice.

  • The Community Wealth Building (Scotland) Act 2026 (remaining provisions in force 01/10/2026) asks councils and their partners to set a target for the share of contract spend with local businesses, and to report what they achieve.
  • For quotes run in Tenderscape, the supplier’s size and location are on the record from the moment you invite them.
  • See the SME and local share of invitations and responses as well as awards, so you can show who had the chance to quote, not only who won.
  • Community benefits committed at award, and delivery logged during the contract, sit alongside the spend.

Power BI and your own data

Use the record in your own dashboards, and take it with you if you leave.

  • Discuss read-only Power BI access, the records available and refresh arrangements during pilot set-up.
  • Final report files once a report is signed off; drafts and all your records at any time.
  • Your data is yours: export your records before your contract ends, and we delete the rest on the agreed timetable.
